\nOn 31 March 2022, EPO President Ant\u00f3nio Campinos and ARIPO
\nDirector General Bemanya Twebaze launched the online University IP outreach
\nand capacity-building pilot project.\n<\/p>\n

\nThe idea of the pilot came out of last year’s EPO-ARIPO heads
\nof office meeting when President Campinos and the DG Twebaze recognised the
\nchallenges faced by most African universities in commercialising their IP
\nrights.\n<\/p>\n

\nThe Reinforced Partnership Memorandum of Understanding agreement
\nsigned by the EPO and ARIPO in 2019 supports ARIPO in two aspects: firstly, building
\ncapacity in examination in ARIPO and its member states‘ National Patent Offices
\nand secondly, supporting the development of the national and regional
\ninnovation systems. Under the latter, the heads of offices agreed to implement
\nregional train-the-trainer programmes to develop institutional knowledge of the
\nIP and patent systems and disseminate patent information to create capacity in universities and academic and
\nresearch institutions.\n<\/p>\n

\n„We believe that building sustainable capacity in science,
\ntechnology transfer, and innovation is essential to support local industries to
\nflourish in today’s increasingly integrated and knowledge-based economy“ said
\nPresident Campinos.\n<\/p>\n

\nSome 25 universities from the ARIPO member states
\nparticipate in the pilot, as well as universities from Angola, Ethiopia and
\nNigeria. \n<\/p>\n

\nThe first part of
\nthe pilot establishes a basic understanding of the IP and patents systems. This
\ntrain-the-trainer course is based on the IP Teaching Kit developed by the European
\nPatent Academy.\n<\/p>\n

\nIn the second
\npart of the pilot, participants will be trained to use patent information
\nsearch tools, particularly Espacenet, the largest single source of technical
\ninformation in the world. A dedicated course was developed for the pilot with a
\nstrong train-the-trainer element.\n<\/p>\n

\nAs an additional
\nmeasure, President Campinos invited the universities to take full
\nadvantage of the learning resources and tools available in the PATLIB network.
\nThe network consists of 330 patent information centres spread in the EPO Member
\nStates, 40% of which are based in universities.\n<\/p>\n

\nThe pilot will
\nrun from 31 March to 1 June 2022 and is likely to be extended to more countries
\nafter the results have been measured and evaluated.\n<\/p>\n
